After some more thought it seems more logical to maintain which packages 
should be installed on a buildd in one location, so I've reverted the 
change to debootstrap.

Current build-essential overrides file is:
merkel:/org/ftp.debian.org/scripts/external-overrides$ cat build-essential

cpio    Build-Essential yes
cpp     Build-Essential yes
dpkg-dev        Build-Essential yes
g++     Build-Essential yes
gcc     Build-Essential yes
libc0.3-dev     Build-Essential yes
libc6-dev       Build-Essential yes
libc6.1-dev     Build-Essential yes
linux-kernel-headers    Build-Essential yes
make    Build-Essential yes
patch   Build-Essential yes
perl    Build-Essential yes
perl-modules    Build-Essential yes

There seems to be some overlap between this list and the build-essential 
package, which has:
Depends: libc6-dev | libc-dev, gcc (>= 4:4.1.1), g++ (>= 4:4.1.1), make, 
dpkg-dev (>= 1.13.5)

My suggestion is that ftp-masters add build-essential to that overrides 
file and clean up the overlap. If there is a good reason not to do so, 
feel free to reassign the BR back to debootstrap.
