The reason is that file-roller (just like evince or eog) is almost
useless when started from the menu. Upstream is inconsistent about that,
leaving some of them in the menu and some others not, and Debian has
chosen to make them consistent.
This seems to be a reasonable decision for evince and eog.
But in case of Archive Manager theses decision has to be reviewed: there
is no obvious way to create a new archive. Or did I miss something?
