I'm sorry for the late answer to your bug. I could not actually reproduce your bug, since any attempt to remove drupal5 (via dpkg, aptitude with and without --purge option) went smoothly.

Your bug report suggests that dbconfig-common has already been removed before drupal prerm script is executed, but this should not happen since drupal5 depends on dbconfig-common and dpkg should do the removal in the right order.

Did you try to remove dbconfig-common at the same time you removed drupal5 and did you use any --force option? This could explain why dbconfig-common is not present at drupal5 removal.
