This is a difficult problem to solve through the prepackaging. Some people
believe that there is danger in trying to modify '/etc/tor/torrc', therefore,
it is unacceptable to add ControlPort to torrc. In this circumstances, the
Vidalia can't start its own Tor process unless user has stopped the existing
Tor process.

What I do currently is asking and helping the user by debconf during the
installation period if they want to stop their running Tor. But, the Tor will
run in the background as a deamon after restarting the computer, the Vidalia
will still failed to start its own Tor process.

I like to know is there other way to make vidalia work nicely except wait for
the ControlSocket function to be supported.
