Which *is* an official package indeed... sorry, I was confused (I knew
this would happen some day, with so many ancient phpgroupware packages,
and so few now ;)

Anyway, your report misses some important details to be able to produce
a diagnostic, such as which kind of file it was (original size, file
name, extension), where the filemanager config is supposed to save the
files, if the file was created, if any errors were reported (including
in the web server's logs), and if this is reproduceable. Maybe some
hints on the network config and the client's browser may be helpful also.

I'm downgrading the severity of the package to important, as until
further investigation, there isn't a really serious threat on the system
(which is critical's meaning), even though loosing an uploaded file can
be really inconvenient for you.
Unfortunately, grave errors for one person doesn't mean grave errors for
all, since packages are used in various conditions.
More detailed analysis (such as reproduceability) will tell what to do
criticity-wise.
