On your machine, 'hostname -f' returns 'kaymakli' instead on the FQDN.
Could you please rename the local trace file
/debian/project/trace/kaymakli to ftp.metu.edu.tr, and force the value
of HOSTNAME in anonftpsync to ftp.metu.edu.tr ?

(An other solution is to configure at system level so that hostname -f
returns the right thing).

There is not any problem about ftp.tr.debian.org
