I am seeing the behaviour you're seeing, just not the behaviour
I /thought/ you were seeing. :-)

This isn't the same bug as #476310, as the changelog you posted
indicates that debchange isn't in "NMU mode" (there's no "non-maintainer
upload" changelog entry); I'm therefore cloning this issue to a new bug.

In this case, dch is behaving as documented, albeit not as you'd like it
to; from dch(1):

       --increment, -i
              Increment either the final component of the Debian release number 
or, if  this  is  a  native
              Debian  package,  the  version  number.

I've been through the SVN history and it looks like the behaviour you're
seeing is how dch has always behaved in this situation, so I've set the
cloned bug as "wishlist".

I believe the new title accurately reflects the behaviour you're
requesting; please feel free to update it if not.
