A few months ago (devscripts 2.10.17) debchange moved from using HTML scraping for --closes to querying the BTS's SOAP interface. There haven't been any other changes to the way --closes retrieves its information, so I assume that if it's not working then libsoap-lite-perl doesn't take $http_proxy in to account by default.
