What do you mean by that? The maintainers for mozilla-locale-de try to get their package into sarge. It might get into sarge, it might not get into it. As I don't install mozilla without enigmail, these two packages are in fact one application split up into two parts. In case mozilla-locale gets into sarge I will face a partially localized application. Sure, I could use no localisation at all or build my own package. For me personally this would be nothing than an itch I could scratch. So from that point of view it's just a wish.
