Well, upstream release that version as 1.13, maybe he forgot to change the source code from the development version to released one (I don't see a problem here). Since I use checkgmail everyday (and I know other people do) and it's working fine, may you please tell me what is the exact error you receive? You can use "-v" option to let it be more verbose.
