It wouldn't be pretty, but it should be possible to compile a 32-bit version of Mozart for amd64 using gcc-multilib and/or g++-multilib. That's what I did with smlnj, which only supports powerpc and i386.
IMHO having a package that users can install is preferrable over not having a package at all, even if it wouldn't be the real thing. Doing this is likely to necessiate some changes to the build system, to force it use i386 as the build arch on amd64. That and Build-Depends: g++-multilib [amd64] should do the trick. (Mozart's written in C++?) /me looks forward to seeing 1.4.0. :-)
