I tested again this morning, and was now able to reach the server.
Used the kaffine-mozilla plugin to figure out the URL, and then passed
the URL into vlc.  vlc is unable to handle

  vlc 'http://www.filmarkivet.no/open/film/playlist.aspx?teasers=1&pl=smil'

I extracted the play list manually using GET, and asked vlc to play
the first one

  vlc rtsp://qtsrv1.ella.no/filmarkivet/movie/nfi_vignett.mp4

This worked.  So, the plugin fail to play the videos on the
<URL:http://www.filmarkivet.no/open/> page, but it seem to be a
playlist parsing issue, and not a codec issue.  It is not the only
page failing with the vlc plugin.  See
