Always looking for a simpler way of doing things. It would seem that defining FFR_QUEUEDELAY in 8.13 has no obvious negative impact, but:
1. it does include the code in sendmail/queue.c to accept and ignore QF files with G and Y headers if they are V5 or V7 of QF. 2. Tested a patched 8.13.4-1 package - gracefully and silently processed the queue.
