I think that the easiest way to implement this would be to have presets for standard stable/testing/experimental distributions, as opposed to named distributions (e.g. Woody, Sarge, Sid). Then someone only needs to define the 2-letter code for their mirror in pbuilderrc and which of the 3 possible distributions is the target; if stable or testing is selected, then pbuilder will automatically check for security packages in addition to normal packages.
