I've seen this exact problem once before this time as well, but it was in the 
middle of a rushed 
upgrade of another old machine so I just installed mktemp and let it go without 
reporting it.

The system started out as either woody or possibly as old as potato, then went 
to testing/unstable ever since.

$ apt-cache dumpavail | grep -E '^(Essential|Package)' | grep -B 1 Essential | 
sed -n 's/Package: \(.*\)/\1/p' | xargs dpkg -l
shows that all the other Essential packages are properly installed, so not sure 
how mktemp slipped
through the cracks.  The same goes for Priority: required - they're all 
installed, aside from mktemp.

It's looking to me that the only people who are going to see this is people who 
have been running 
testing/unstable for a long time, so this bug can likely be closed - no 
supported configuration should
ever hit it.
