Bug#494386: please make basefiles configurable (and useable out of configspace)

Having basefiles inside the configspace does not work well for everybody 
who loads the configspace from Subversion or another VCS.

The basefiles location should be made configurable - it can either be in 
the configspace, for those that have it in a filesystem, or it can be 
ftp, or on another nfs mount, or...?
