Hi Sandro! I had a similar problem when installing KDE 4.1 very recently ( Bug #495188 and #495189 ). It is very likely that the apt-get command was responsible for all the mess, unfortunately I didn't record which version of the apt package caused the problem (I installed aptitude and with this package apt was also updated).
Using aptitude instead of apt-get fixed the KDE 4.1 troubles and I'd expect (though I haven't tryed ...) that this problem with python-fpconst would disapear also.
