Package: dpatch

It seems like quilt is a much better alternative to dpatch:

At quilt wish:
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=464663
it made the script:
/usr/share/doc/quilt/examples/dpatch2quilt.sh
for easy migration into quilt.

Should we start deprecating dpatch and specifying that in:
http://www.debian.org/doc/manuals/maint-guide/ch-build.en.html
so new packages use quilt instead of dpatch and we start the
transition of the remaining packages to quilt?
