Editing config files is forbidden by Debian Policy for other packages, so currently webapp packages can only be made to work out-of-the-bx by duplicating code and offering their own modules containing a snippet to load core modules. Which in my opnion is an ugly workaround. Specifically, I need the redirect module for the packaging of cipux-cat-web, a CGI-based webapp that needs redirect to ensure access only through secure connections. But makes sense IMO to offer all of the currently commented out modules as module snippets.
