Bug#314786: libsdl-sound1.2: playsound tries to open /usr/local/lib/timidity/midia.cfg

There does seem to be a problem with the TiMidity decoder, though: Debian 
puts timidity.cfg in /etc/timidity/timidity.cfg, and I don't think 
SDL_sound looks for the config file there. I.e. if there isn't already, 
there should be a

    add_to_pathlist("/etc/timidity");
in Timidity_Init().
