That is of course a good argument. But: These options are already
used at some points during the softupdate - I would at least propose to
make it consistent. In the same file (/usr/lib/fai/updatebase) both
options are used directly before during 
"apt-get update" and "apt-get check", and (if that check fails) also
during the first apt-get install.
And also the file /usr/sbin/install_packages contains these options. 

My problem was: if the softupdate is started automatically, e.g. by
cron, it is impossible for me to answer the question...

But then I would propose it, if this options are set e.g. in the
fai-quickstart examples, such that every new user directly knows, that
they have to be activated in order to have completely automatic
soft-updates (I spent some time to identify this problem, as I
exceptected that the softupdate's would work "out-of-the-box" completely
automatic).
