I brought this issue up on the unbound mailing list:

Basically, if I try to use forward-zone or stub-zone to redirect
queries for certain zones to a (nsd3 instance) DNS server running on
localhost, I have to add something like

  % IN NS ns.%
  ns.% IN A 127.0.0.1

to the zone, or else unbound will not forward. This behaviour has
been hackishly fixed upstream, but I'd really rather see it fixed
properly.
