Line 41 of debian/control should have the icalsrv directory added:
for DIR in admin home icalsrv phpgwapi preferences setup syncml ; do \
So:
apt-get source egroupware=1.4.004-2.dfsg-4
# change debian/rules
# update debian/changelog
dpkg-buildpackage -rfakeroot -b
# re-install egroupware-core
