Hi! I also found this bug very annoying... for example, I have unattended-upgrades installed but it is never run :-(
For what I see the recommended solution by upstream is that the hook is included in anacron, also I've seen that other distros seem to have solved the issue this way (including a hook on anacron). So... why don't you just assign this bug to anacron or at least comment it with anacron's maintainer.
