Thanks for the feedback, Martin

My guess is that it selects american when loading flyspell.el (#261669) or
entering flyspell mode.

One of the things I have pending in dictionaries-common is to integrate
flyspell.el, so a recent flyspell.el is used and is integrated into the
spellchecking system. I still have to decide if latest upstream (1.7i) is
mature enough and is working properly.

Since flyspell.el is not yet part of the dictionaries-common system I am
leaving this bug report open and belonging to emacs21. Once I integrate
flyspell.el into the system I will close this bug report. I will let you
know when I have something more ellaborated in case you want to test it
before.
