Steps to reproduce:
1) echo test > a.c
2) etags a.c
3) emacs a.c
4) M-. RET

Expected results:
4) emacs asks what TAGS file I want to use with

Visit tags table: (default TAGS) /tmp/NSKoGevUwwtRI31879/gpsd-2.37/

Actual results:
4) emacs does not ask me what TAGS file to use and just complains
about a completely unrelated file:

File /usr/share/acl2-3.1/TAGS is not a valid tags table

More info:
1) The problem goes away if I remove the package with

apt-get remove acl2-emacs
dpkg -P acl2-emacs
