As well as practical reasons. Lyx users may be a different story, but for anyone who wants to create LaTeX code on their own, I would really advice to look at the docs. And I would not want to see the mid- and long-term effect of a standard TeXLive installation not containing the documentation for LaTeX packages: People would get used to google for docs even more than they do now, and would of course find either outdated documents, or the documentation of a newer version not yet in stable/testing/Debian at all.
