The dh-make-perl from subversion seems be working fine for my test cases, it's only the dh-make-perl that comes with etch (0.25) that coughs and dies on Module::Install without trying to look at the META.yml. I still think that using the META.yml as a first attempt is better and safer, and will provide a patch to do this.
