With such an option, pristine-gz would not need to create a temporary file and set its modification time. Together with the similar changes to gzip in bug 506798, pristine-gz would not need to create temporary files at all.
I have a git repository of pristine-tar at git://joshtriplett.org/git/pristine-tar.git with a "timestamp-flag" branch adding this functionality. Please consider pulling it. Note that I based the timestamp-flag branch on my "cleanups" branch which has various cleanups to zgz.
