Cdebconf package was installed before configuring ucf 3.0010, thus dependency requirements was fully satisfied (log line 12:29:38), though debconf stayed at old version. Then, I guess, ucf runtime just saw that debconf is installed without looking at cdebconf before or checking actual debconf version and therefore used old debconf, which doesn't contain needed routine. So, this is ucf's concern. Reassigned.
