On all machines, only the default theme is used. The package with extra
themes is not installed.

sudo splashy test works well.

Some more info:
On the laptop I am writing this on, the boot image very briefly appears,
and then disappears with the error message. At each change of run level,
the Connection Refused message is generated.

On my desktop, I get the -10 error message and connection refused only
once. The next run level change starts splashy successfully.

I think the error 10 is not really a font issue.
Earlier in the bug report I posted a workaround I stumbled upon while
looking in the directfb code: the creation of /etc/directfbrc and adding
a path to the debug file. As soon as I follow those steps, splashy works
normally at boot.

I tested Lenny RC1 installer by making a new virtual machine. Splashy in
this perfectly new installation works fine. So I wonder if something is
not upgrading properly in the startup scripts despite purging and
resinstalling.
