CiteSeer is not included in the list of databases This is not a bug. The search URLs are used to search documents on the web and _not_ to import them into the database. If you click on any item in your bib file (right-click; search online) you'll find CiteSeer as a search option.
Importing stuff into the database from online ressources is more complicated than simply adding a URL. You need to take into account what format the required information is provided in.
