in the autotools-dev package, I find config.guess and config.sub but no 
install-sh. However, install-sh is needed by AC_PROG_INSTALL.

You can find install-sh in MANY packages (27 in stable! and lots of them 
should not contain that file) but autoconf and autotools-dev is not among 
them.

Additionally, either the location of those files should be standardized with 
autoconf (read: should work on non-debian, too) or autoconf should provide a 
method like automake to copy them over.
