I'm trying to clean up the long list of old bugs in emacs21.

It seems that somehow you got a file /usr/lib/emacsen-common/a2ps~, and
emacs-install tried run the install script for the non-existent package
a2ps~.  How that file came in there is hard to say, but since
emacs-install is part of emacsen-common, I'm reassigning the bug to that
package.
