I'm not sure if you have done this on purpose temporarily while working on the package as it is in experimental only, but currently upgrading deluge to the new version will not happen automatically due to the name change (deluge-torrent -> deluge). deluge-torrent should become a transitional dummy package in order to allow automatic upgrades.
