This isn't a defect with the headers, rather some module packages in etch are only compatible with 2.6.18. See the limitations section here, specifically the last bullet: http://www.debian.org/releases/etch/etchnhalf To verify that the headers themselves are sane, you can try building a package that is known to work, e.g. squashfs-source-etchnhalf. For lirc, in particularly, you might have luck using the lirc packages from testing. It might be compatible with 2.6.24, but there are no guarantees.
