OK, thanks for the information. If Debian used /lib/udev/rules.d, I would implement your solution (or maybe use an /etc/default/ script), but I think with the current state of things, the conffile is a good solution. (If everyone else is using the /lib dir, Debian should also adopt this practice, but I won't be the one to request the change, I'm afraid.)
