It appears that `-C' option should be used in order for SHUTDOWN to
succeed.

  v...@takeshi:~$ net -S sushi -U vvv%secret RPC SHUTDOWN

  Shutdown of remote machine failed

  result was: WERR_OK

With message (-C):

  v...@takeshi:~$ net -S sushi -U vvv%secret RPC SHUTDOWN -C XXX

  Shutdown of remote machine succeeded
