Technically an untranslated file (0%) is very similar to a barely translated file (1%), which is, if I'm not mistaken, coloured in red. But untranslated files *before* review are not shown at all in this list (they are grouped below). The only reason I could think off not choosing red is that language teams working on many untranslated files in parallel might not like the red appearence, as if they would be doing a bad job while in fact they are doing a great job.
