There was a package by that name in Debian maintained by its author, and a separate package that's also packaged for other distributions that uses the same name. * The Debian-specific libconfig has been orphaned and removed from lenny and sid. Since then, the other libconfig has been uploaded as libconfig. Given that, I think this bug is moot and can just be closed.
