I respectfully disagree with this advice; I personally feel that the Debian
BTS should track bugs in Debian packages that are noticed by Debian users.

The Developers' Reference[1] is not terribly clear on this particular issue,
so I regard it as a matter of personal preference.

Still, this is a minor point; thanks for looking into my report.
