Looking in Debian policy

I see "... fcntl() locking must be ..."; whereas checking the workings
of mail.local (with "strings -a mail.local" or "strace mail.local")
suggests that it uses flock() (and *.lock file).

Is this "wrong"? The man pages suggest that lockf() is essentially same
as fcntl(), but that flock() is un-related.

(Apologies if I misunderstood something and in fact things are "right".)
