bugspam.cgi writes to a file that is not available on the web mirrors, and even if it was it'd probably be overwritten with the one from the master with every sync. Quick fix is probably to move all calls to bugspam.cgi to http://bugs-master.debian.org/../. In the long run we should maybe think of a way to get that information from the web frontends to the master in some asynchronous way, say per email.
