dpkg-reconfigure overwrites changes in /etc/default/bitlbee. The
file says

  ## Don't edit this line, use dpkg-reconfigure bitlbee

but that's not enough to make it policy-compliant. Instead, the
postinst script needs to initialise the debconf answers with values
from the file.
