That would be libgnome, through the gnome_sound_* functions. It uses
libesd for playback.

I know that replacing libesd0 with libesd-alsa0 will get gnome's System Sounds

If you really want to work on system sounds, I welcome you to work on
GNOME 2.24 in experimental, for which there is a whole new framework to
play system sounds, that integrates with all GTK+ applications. If
you’re interested, you should package a freedesktop-compatible sound
theme (if you find one that doesn’t suck), and check that enabling
system sounds in the control center does work, with and without
pulseaudio. We’d then make the necessary modifications so that enabling
system sounds can be easy.
I really would like to have Debian working for System Sounds for everyone out there who are linux experts (like me). Your suggestion of work on GNOME 2.24 in experimental sound interesting, however at this time I don't have enough time to allocate to such a project. Finding time to report a few bugs is using up most of my spare time. I thank you and all the other people who work hard to make Debian the great operating system and collection of applications that it is.

Are you able to reproduce the issue that I have reported (that is, do you have a PC that you can install nothing but a Debian Lenny standard desktop and install gnome-sound and enable gnome's "System Sounds". It would be nice to know that others also have this problem.
