Now I am not sure if this is the intended behaviour. Removing the timelimit makes the quota tools work again.

After further investigation, it turns out that the error was due to
our pam_ldap.conf configuration.
We had timelimit set to 15 (seconds), thus rep-/warnquota stopped to
query the ldap-server after this time.
