Yeah, I am pretty sure. This is documentation bug on ISC side. I know that from
more authoritative source than docs :).
And look into changelog:
2405. [cleanup] The default value for dnssec-validation was changed to
"yes" in 9.5.0-P1 and all subsequent releases; this
was inadvertently omitted from CHANGES at the time.

Personally I think you should report that to bind9-bugs and not here.
But I am not bind9 maintainer, so I leave that up to LaMont.
