"Really" bad: It takes up space on the disk. This is a concern for example on flash based machines. (also from xfce4 description) 2) And it should be installed everywhere (except unusual setups), where xfdesktop4 is installed. That's the point of "Recommends". Does it really hurt the maintainers in a different way than the recommends for thunar?
