My use pattern of vpnc (especially for a laptop) is connect, work for
a bit, disconnect. Since connections seem to get lost occasionally,
leaving connected does not really seem possible.  In this situation it
seems unfortunate to require root privileges to connect/disconnect
vpnc.  There is an item about suid in /usr/share/doc/vpnc/TODO, so
maybe this request is already being worked on upstream.
