Bug#407722: Where does git-core-dev sit?

Even though there is a report here that closes the bug, the package 
isn't available.
Is it likely that we'll see anything here ever?  In other words, I have 
a package that
depends on libgit that downloads git as part of the build--probably not 
an acceptable
build methodology.  Am I going to have an option to build it using 
libgit from git-core?
